To formulate the 11th 5-year plan on ICT, the Government of India had constituted a working group drawn from a cross section of the ICT community and five specialized, subject specific study teams under the chairmanship of the Secretary, Department of Information Technology to make recommendations on various policy matters.
Consequently, as per recommendations made by the working group, the following broad thrust areas have been identified under Government of India's 11th five year plan (2007-2012):
National Security and Safety that would include disaster recovery and response.
Social Sector which will include Indian Language Computing, Internet and Broadband Technologies, various technologies for physically challenged persons, initiatives like Media Lab Asia, ICT for Education, Healthcare, Enhancing Livelihoods, etc.
Strategic, which will include Semiconductors since it is the base of success for so many other industries.
Cutting edge and emerging areas in both IT and Electronics.
